摘要:

气候变化是21世纪人类和地球面临的最大环境威胁。全球人为温室气体排放是造成极端气候事件日益增多的主要原因之一。自前工业化阶段以来,二氧化碳(CO2 )累计排放量与累计温升呈线性关系,约占人为温室气体排放总量的80%。因此,准确可靠的碳排放数据是大多数减排政策制定和目标设定的基础 和科学依据。目前,中国已明确制定了2030年前碳排放达到峰值、2060年前实现碳中和的宏伟目标。为实现更准确的碳排放监测,从而保证减排政策的持续实施和迭代完善,急需开发一个细粒度时空碳排放 数据库。碳排放近实时监测不仅是国家重大需求,也是该学科前沿的科学问题。本文回顾了现有以年为基础的碳核算方法,重点介绍了最新开发的实时碳排放技术及其当前应用趋势。还提出一个可广泛使用 的最新近实时碳排放核算技术框架。相关数据和方法的开发将为中国碳中和战略的相关政策制定提供 强有力的数据支持。最后,本文对碳排放实时监测技术的未来发展进行了展望。

我国生态文明统计核算方法研究

摘要:

构建生态文明统计核算体系是生态文明建设的基础性工作,可为生态文明建设进程的监测、评估和决策提供可靠的数据支撑。虽然我国目前已有一定的资源环境统计基础,但由于缺少生态文明统计核算的顶层设计,因此无法将这些数据有效整合于统一框架。本文从生态文明建设的实际需求出发,分析了我国在生态文明统计核算中存在的问题,在结合SEEA2012–CF的基础上构建了我国生态文明统计指标体系和核算框架,并就进一步完善我国生态文明统计核算体系提出建议。

Accounting greenhouse gas emissions of food consumption between urban and rural residents in China: a

摘要: Food consumption is necessary for human survival. On a global scale, the greenhouse gas (GHG) emission related to food consumption accounts for 19%–29% of the total GHG emission. China has the largest population in the world, which is experiencing a rapid development. Under the background of urbanization and the adjustment of the diet structure of Chinese residents, it is critical to mitigate the overall GHG emission caused by food consumption. This study aims to employ a single-region input-output (SRIO) model and a multi-regional input-output (MRIO) model to measure GHG emission generated from food consumption in China and compare the contributions of different industrial sectors, uncovering the differences between urban and rural residents and among different provinces (autonomous regions/municipalities), as well as identifying the driving forces of GHG emission from food consumption at a national level. The results indicate that the total GHG emission generated from food consumption in China tripled from 157 Mt CO2e in 2002 to 452 Mt CO2e in 2017. The fastest growing GHG emission is from the consumption of other processed food and meat products. Although GHG emissions from both urban and rural residents increased, the gap between them is increasing. Agriculture, processing and manufacture of food, manufacture of chemical and transportation, storage and post services sectors are key sectors inducing food consumption related GHG emissions. From a regional perspective, the top five emission provinces (autonomous regions/municipalities) include Shandong, Hubei, Guangdong, Zhejiang, and Jiangsu. Based on such results, policy recommendations are proposed to mitigate the overall GHG emission from food consumption.

Accounting for the uncertainties in the estimation of average shear wave velocity using – correlations

摘要: Site-specific seismic hazard analysis is crucial for designing earthquake resistance structures, particularly in seismically active regions. Shear wave velocity ( V S) is a key parameter in such analysis, although the economy and other factors restrict its direct field measurement in many cases. Various V S–SPT– N correlations are routinely incorporated in seismic hazard analysis to estimate the value of V S. However, many uncertainties question the reliability of these estimated V S values. This paper comes up with a statistical approach to take care of such uncertainties involved in V S calculations. The measured SPT– N values from all the critical boreholes were converted into statistical parameters and passed through various correlations to estimate V S at different depths. The effect of different soil layers in the boreholes on the Vs estimation was also taken into account. Further, the average shear wave velocity of the top 30 m soil cover ( V S30) is estimated after accounting for various epistemic and aleatoric uncertainties. The scattering nature of the V S values estimated using different V SN correlations was reduced significantly with the application of the methodology. Study results further clearly demonstrated the potential of the approach to eliminate various uncertainties involved in the estimation of V S30 using general and soil-specific correlations.

Accounting for local features of fouling formation on PHE heat transfer surface

摘要: The fouling phenomena can create significant operational problems in the industry by deteriorating heat recuperation, especially in heat exchangers with enhanced heat transfer. For a correct prediction of fouling development, the reliable fouling models must be used. The analysis of existing fouling models is presented. The chemical reaction and transport model developed earlier for a description of fouling on intensified heat transfer surfaces is used for modeling of plate heat exchanger (PHE) subjected to fouling. The mathematical model consists of a system of differential and algebraic equations. The integration of it is performed by finite difference method with developed software for personal computer. For countercurrent streams arrangement in PHE the solution of two-point boundary problem is realized on every time step. It enables to estimate local parameters of heat transfer process with fouling formation and its development in time with the growth of deposited fouling layer. Two examples of model application in cases of PHEs working at sugar factory and in district heating network are presented. The comparison with experimental data confirmed the model validity and the possibility of its application to determine the performance of PHE subjected to fouling.

Research on low carbon management using a scientific classification method

摘要: This research is aimed at the rapid development of a low-carbon economy, in which we propose the classification and application of relevant management measures to affect the development of environmental management ideas and measures of the low-carbon economy, which we called as low carbon management measures. According to scientific analysis of the low-carbon economy, we can divide low-carbon management measures into three parts: measures for reduction of carbon sources, carbon flow planning, and increase of carbon sinks. Furthermore, we list the advantages that China can utilize to develop its own low-carbon management measures. In the end, necessary adjustments to environmental management measures in China can be made according to this scientific classification.

Thoughts on strategies and paths to achieve carbon peaking and carbon neutrality in China

摘要: First, a brief introduction is made to the four basic judgments and understandings of the goals of “carbon peaking and carbon neutrality.” Then, an in-depth elaboration is provided on the eight major strategies for achieving the goals of “carbon peaking and carbon neutrality,” including conservation and efficiency priority, energy security, non-fossil energy substitution, re-electrification, resource recycling, carbon sequestration, digitalization and cooperation between countries. Next, eight major implementation paths for achieving the goals of “carbon peaking and carbon neutrality” are discussed in detail, including industrial restructuring; building a clean, low-carbon, safe and efficient energy system, and renewing the understanding of China’s energy resource endowment; accelerating the construction of a new-type power system with a gradually growing proportion of new energy, and realizing the “possible triangle” of high-quality energy system development; utilizing electrification and deep decarbonization technologies to promote the orderly peaking and gradual neutralization of carbon emissions in the industrial sector; promoting the low-carbon transition of transportation vehicles to achieve carbon peaking and carbon neutrality in the transportation sector; focusing on breaking through key green building technologies to achieve zero carbon emissions from building electricity and heat; providing a strong technical support for carbon removal to achieve carbon neutrality; accelerating the construction of the integrated planning and assessment mechanism for pollution and carbon reduction, establishing a sound strategy, planning, policy and action system, and optimizing the carbon trading system. Afterwards, it is particularly pointed out that the realization of the goals of “carbon peaking and carbon neutrality” cannot be separated from the support of sci-tech innovation. Finally, it is stressed that carbon neutrality is not the end, but an important milestone. If viewed from the perspective of future energy, the significance and historical status of the goals of “carbon peaking and carbon neutrality” will be more understandable.

Correlation between carbon emissions and energy structure –Reliability analysis of low carbon target

摘要: The influence of energy intensity on carbon intensity depends upon the fraction of energy mixes with high carbon emissions in the total energy mixes . The correlation of with a variety of primary energy mix fractions and technology advances such as CCS and CCHP is analyzed and deduced. Taking the long-term carbon reduction target in 2050 settled upon by the Copenhagen Agreement and the mid-term target suggested by the “450 Scenes Program” of the International Energy Agency (IEA) as constraints, the new pattern of the energy transition of the world in 2020, 2030, and 2050 are estimated and figured out. The peak value of energy consumption will lag behind the peak value of carbon emissions; the world energy structure shifting point will be in 2020–2025. Estimates show that China’s mid-2020 and long-term targets of energy-saving and emission reduction announced by the Chinese government might be achieved.

A global carbon market?

This paper explores the prospects for a global carbon market as the centerpiece of any serious attempt to reach the ambitious goal for greenhouse gas (GHG) reductions set by climate scientists. My aim is to clarify the extent to which we know what policy might best support global decarbonisation. We begin by discussing what we might mean by a global carbon market and its theoretical properties. We then go on to discuss the EU Emissions Trading System experience and the recent experience with the Australian carbon tax. Next, we assess recent carbon market initiatives in the US and in China. My argument is that while establishing the amount of emissions required and dividing it up acceptably between countries requires an enormous scientific and international negotiations effort, the economic instruments to deliver the agreed targets are readily at hand.
